I have no idea what I'm doing, /fit/. I just finished READING THE FUCKING STICKER. I'm 5'9" 195 lbs. My arms and legs are puny but I have a noticeable gut. I want to begin lifting to get bigger, but am aware I should shed around 30 lbs to be at a healthy weight. I'm confused, how do I build muscle and get thinner?

just start a simple calisthenics or lifting routine and eat healthier foods. Do cardio 1-2x a week on days you dont lift or do calisthenics. It's a marathon, not a race you need to make sustainable changes.

this. Muscle is purely genetically predetermined. You can only shrink your gut by toning or lose muscle by dieting. Building muscle will grow your gut back but it will look different.

You do them in sequence.

Cut if your fat is the thing that bothers you the most and you don't mind staying somewhat weak for a while until you can bulk.

Bulk if your weakness is the thing that bothers you the most and you don't mind getting fatter for a while until you have something worth cutting to.

Alternate between these two until happy.

DON'T BASE YOUR ROUTINE OFF ANYTHING ONLINE UNTIL YOU GET SOME PRIOR KNOWLEDGE YOURSELF.

Are you in high school? Sign up for weigh-training class. If not, most gym memberships have personal trainers you could learn from. If your membership doesn't include one, then purchase the services of a personal trainer. They aren't that expensive.

Yeah, sure, go train with some clueless public trainers that got their knowledge from a 70's magazine. True story my first trainer taught me to squat with the bar on my neck and staying above parallel because "it hurts the lower back".
