It looks like the bar is scraping up against your body and giving you a minor road rash, just check your form that you're not dragging the rough part of the bar over your skin. I Get something similar when I deadlift, wearing long socks helps me not tear up my legs.

i've never seen it on someone's arms though? might be some kind of histamine reaction.
when it happens to me, it's my face/neck, eyeballs, sometimes all the way down to my shoulders/traps, and i used to get the occasional nosebleed.

I've had them on my lower bicep, and upper forearm (and every other part you mentioned), so I believe it's entirely possible, however your case may be different.
I can't get super clear detail by the pic in the OP, but it doesn't look like a hisamine reaction. (But again, who knows)
If it's really bothering you go see a derm, advice you find here is usually less than reliable
