Should i start my back workout with rack pulls? I did them couple of times instead of shrugs after doing rows and pullups but im thinking that holding heavy weight and dropping it back to my rowing numbers will make the rows ez pz mode. Also, how often should you do rack pulls?

If rack pulls are your primary exercise, or the one you care the most about progressing/doing well on, then start with that.

The benefits of rack pulls are really only achieved when they're done fairly heavy, which means they're also quite taxing on the CNS. Heavy one day, and maybe a lighter session another day. Or maybe just one heavy day per week.

If you have rack pulls in your workout for pull day, I'd start with them and do them heavy af, then immediately do cable row drop sets to failure, then repeat with lat pulls. Your back will feel so fucking good the next day. And people saying it'll mess up your isos later, no shit, you prioritize the compound. You can always switch up the routine in a couple of months, that's what you're supposed to do.
