Will I have a ton of loose skin if I get to like a 10-15% body fat level?

I'm 5'9 and weigh 190lbs but my max was like 240lbs. I've lost all that weight in the span of 1 year

I'm getting a gym membership but I was wondering if it looks like I'll be able to fill in most of the loose skin with muscle or if it'll just look loose and saggy

Or would steroids work?...once I lose like 30-40 pounds of fat ofc
