I use this myself (I have a gf). it's just a softer way of rejecting someone, it doesn't necessarily mean I would have dated them if I was single. being told "not interested" can be pretty harsh because it's almost like saying "I judged you and you're not good enough for me", and especially guys can respond to this kind of ego bruising with extreme anger. your hot gf has surely experienced this lots of times so you can't blame her for using a softer form of rejection where the focus is on her situation (I have a bf) instead of the guy not being good enough. I hurts less, which makes it less likely he'll get mad.
