When I squat atg, i have a very difficult time once i am below 90.
Is that because my glutes/quads are weak? Which muscles do most of the work below 90?

Probably glutes, I had the same problem.

I think bulgarian split squats are an excellent exercise to get power at the bottom from the glutes and quads, and it will help with strength symmetry as a bonus.
most likely glutes. ATG squats give a deeper stretch so just use less weight for more ROM
