Are these a meme? Is there any tangible benefit to them? How should they be implemented into a workout routine? Is there a point in doing more than one dropset per exercise?

It's a decent way to get extra volume on accessory lifts
Going to failure shouldn't be your goal every workout unless you're juicing though

They are the real deal.
If you have plenty of time to rest and chill and eat well in the following days, and have fairly good recovery, they will do wonders.
Espescially if you are on something like creatine(no I'm not using a euphemism for steroids)and or are relatively young.
You'll fucking explode.
But you will also just outright shit tank your immune system and recovery capabilities and energy levels if done consistently every workout in a month or two.
So doing this every couple of weeks?

Do them on reverse curls and triceps. Arms feel like fucking jello after. Not exactly proof it does any good, but I don't see why not to do it.

I do them almost every workout atleast on the last set. Sometime every set for shit like cables. Its fine
