Dumb question, but what does it mean to "flex abs"?
I can either suck my abs in, which flexes them and contract them, and make my stomach flatter
OR
I can "push" on my abs so they contract (mostly the lower part), which has the effect to push down my lower abs / belly fat when I do that
So which one of these movements should I train when they say "train abs" and which one is used when flexing ?
or am I a mutant?

probably not. i think you just can't vacuum (it's the only hard one). pic related is a vacuum. but either way, flexing your abs feels like what you'd do if you were about to be punched in the gut. No big push in or out, just tensing up. don't you also flex your abs when you take a shit? try doing that minus the shitting part
