Does the person that's been overweight for a long time or the person who gained a lot of weight recently lose weight faster?
>You must have never lifted before
If you have 40% bodyfat and want to lose 10% fat down to 30% total body fat, that would be easy. Going from 15% to say 5% body fat is still a loss of 10% body fat and would take a lot more work to do.

Faster, no. But you get to retain more muscle the higher your bf%. Losing fat from 20% to 12% is relatively easy, losing fat from 12% to 6% without becoming dyel is hard as fuck.
