Clean and press was removed because people began cheating the form so much that it was really hard to determine proper form.

Judging in the IPF, aka the only powerlifting fed that matters, is already a shit show for the squat, which isn't easy to judge itself. OHP would be even harder and make things more difficult

Honestly squat should be removed. Deadlift tests the same muscles and it's much easier to judge.

These are kind of the awnser. 90% of powerlifting is finding a way to cheat within the rules. Theres not much you can do on ohp to safely cheat without risking back damage.
