Didn't watch the video but most experienced people will eventually hit a plateau they can't pass by running a small 2-300 calorie surplus and thus go much higher calorie. Bulking/cutting offers the mental and recovery benefits of periodization to many people.

It's not all it's cracked up to be and isn't a good idea for everyone. If you're training to be a performance athlete that relies on strength (or a bodybuilder) you will always fail unless you take steroids so the entire concept of bulking/cutting is irrelevant.
