I have been cutting for a few months but I still have a belly. I have also been getting really weak lately so I've been lifting less and less weights. Should I keep cutting until I completely lose my belly, or should I start bulking?
I have a bmi of 21 (158 lbs) and a 35 inch waist at 6'1. My stomach looks similar to the guy on the left.

6"1 158lbs I would say bulk. You likely don't have enough lean muscle on your body to see your abs.
Bulk to like 225lbs lift heavy with high volume and a lot of consistency, hit your macro's and thank me later.

Years man, I'm 6'0 was 144lbs this August now 170 and I'm bulking until 190
I'm 5'7 158.6lbs and 8% bodyfat, literally have no subcutaneous fat on my abdominal area. 5 years lifting, I was nearly 190lbs 7.5 months ago.
It never ceases to amaze me just how different people can look at similar heights/weights. I mean, I'm 6'1, 191lbs, and look basically exactly like the right-hand picture. It's all in my hips and legs I guess.
