Is it possible to go from barely being able to swim down a pool lane to swimming 1500M in less then 35 minutes in 3 years?
I been for a start just improving my form and drown proofing myself by jumping into 9 feet deep pools and swimming for as long as I can. Any fishanons able to develop a guided plan?

Lol with 3-4x a week swims you can easily hit a sub30 mile in maybe 6-8 months? Get a coach for at least 4-6 sessions, and just swim a ton.
You can reach that in under a year, senpai. Look up the couch to 5k program for swimming
Once you can do more than 12 laps you're just building endurance, not swim strength. Honestly, I'd try strapping some plates to a waist belt and doing 5 x 5.
It's not impressive until you can do 50 meters with at least 6 plates.

Today in my class we did 2600m total in about an hour, and that was with breaks between sets and shit. 1500m in 35 minutes doesn't sound very hard.

I think common sense says don't try this.
But since common sense isn't so common.
Dont try this.
