Can I make much progress with just a barbell, and no powercage or rack?

you can deadlift, you can clean and press, you can floor press assuming you can wiggle under the bar, you can row, you can do front squats with relatively light clean-able weight, you can do lunges

if you're really weak a barbell will be ok, but pretty soon you'll get to where 45lbs isn't heavy and you'll need more than just a barbell.

I did floor presses at home until I could do one rep of 90 kg so it's possible

If you can get the mobility, Oly Lifting is your only hope of making gains with just a barbell and platform, squatting past your CJ 1RM is still an issue though

Oly lifting will be your only bet. But its possible to build a solid and symmetrical physique. Assuming you have a range of plates and you know the movements youre progress will be just as good as a powercage if not better.
Floor presses, OHPs, Barbell curls, Forearm curls, Pendlay rows, Bent over rows, Overhead Squats, Behind the neck presses. While it will be difficult to back squat cleaning the weight to front squat and focusing on hypertrophy will be almost enough. Throw in hip thrusts and youre good.
Maybe only laging parts will be chest and triceps. Im sure you can through in a running day and do push ups till failure
