Can somebody explain the different effects of high weight/low rep and low weight/high reps and the reasons for different effects?

the difference is highly exaggerated and not important for newbies to worry about or really anybody but the most elite, for normal natty people anything reasonable works i.e. anywhere from 3 reps at the very least to 10 at the most per set. Mix it up, find what works for you. What's more important is the exercises you do, i.e. mixing up compounds and accessories and overall intensity. don't sweat the small stuff

There are ways to target muscle mass specifically but reps have very little to do with it.
Keep within 1 - 15 rep range and you will get similar results. At least the average person will.
There's some tricks to favour muscle mass over strength, but Im not an expert on it. I heard reducing rest time was one trick, tho might be broscience.
