My gym has this machine. Is there anything you can do on it that can't be done more effectively with free weights?

not really
There's some nice upper back and RC work you can do with them
external rotations, face pulls, tricep pushdowns, straight arm pulldowns
All sorts of odd angle shoulder stuff like facepulls

I set it to my bodyweight and jump around in zero g for shits and giggles.

the only thing i use this for is cable pulls

no really I do front shoulder raises with it to hit my front delt. Thats all.
