Looks a lot like a skin condition called keratosis pelaris. Hard to tell, honestly your picture is not great. Try any sort of gritty scrub every other day on the affected area or something with salicylic acid. If the bumps are more cystic like acne, go to a dermatologist.

Honestly though, no adult person should give a fuck about acne. It's not always something people can control. If it bothers you that much wear long or quarter sleeves.

Those are very small pimples that are forming at the sites where your hairs are ingrown because they couldn't punch through your fat skin.

How to address: lose weight so your skin stores less fat so your hairs can punch through more easily, abrade your skin with a damp towel to erupt the hairs that are currently growing inward, and get sun exposure to even your skin tone.
