When your lifts are that low, proportions don't matter. Both lifts are effectively "untrained". Your lifts suck shit because you're weak. Lift weights for a few months and they'll sort out.

That's because your upper body is stronger than your lower bosy. This is very typical for people starting out, especially if you had to do push-ups at any point.
It's a non-issue, and it will even itself out.
