When you're muscular but have super low body fat, do you feel cold easily like skinny people do?

Not 'like skinny people do' but you'll feel colder than when you're fat. Muscle still insulates, just not as well as fat.

No. A majority of the energy output by muscle is heat energy, especially when in use. When engaged in intensive use, only about ~30% is generating movement; the other 70% is heat. Muscle tone (the scientific definition, not the meme one) increases as well perpetuating more consistent heat generation.
Skinny people have little muscle and little fat, which makes them feel cold. Fat people have to work a lot harder to perform regular functions due to the extra fat, as well as have a lot of insulation from the extra fat, which makes them hot.
