Bulk, put on some muscle, then cut. You'll need about 10kg of lean muscle to get into otter mode.

This dude is the definition of skinnyfat. Everyone thinks a normal body type is skinnyfat, but it isn't, it's normal. A skinnyfat body is exactly this, no muscle with a layer of fat on top. They look skinny with clothes on, but they're not a skinny guy with a normal amount of muscle, they're a tiny waif of a man with fat making them look normalish. If you slimmed him down to 5% body fat he'd look like a greyhound.
