is it normal to plateau in weight loss this early?

Eating ~1200-1500 calories every day. No, I'm not cheating. Yes, I'm counting my calories properly, and probably over estimating.
Been at this for about 3 weeks. I weigh myself daily and I've been seeing ~1.6lbs lost per week until recently. For the past 4 days, the scale has been stuck at 162.6, not moving up or down. I weigh myself under the same conditions daily.
Is this a plateau? What should I do?
Sometimes you're just full up with shit. Been shitting a lot lately or not so much?

Call it coincidence but I stalled at exactly the same weight but I'm sure I have a higher bodyfat percentage, even though I'm 6'. I decided that getting lean would make me too skellington so I started going the other way and i like it so far even if I still look like shit it's nice to smash lifts I was stalling at because of my caloric deficit.

i'd like to get down to 12-13%bf before i start to gain. if i get any fatter than 165 my fat starts to accumulate on my face. and i have giant love handles
