This, you also may want to buy some adjustable dumbbells or something, but the bar is the priority. Cables are a meme
You need the following
>an oly bar
>weights (including some big ol' rubber ones so you don't fuck up your floor when doing dls)
>a bench
>a sumo rack/power cage
Anything else is unnecessary expense. I would recommend some olympic rings though if you have a place to hang them.

depends on budget, if limited no because you will out grow the need for most of these machine elements after a few months/year. (make sure it comes with a preacher bench attachment if you push the button on this purchase)
In the past I have used old towels laid into a makeshift ramp on the floor for incline bench w/ dumbbells (they work better for flies and reverse grip for upper chest)
go to the park for pullups/chin ups - trust me you will force yourself to progress at the maximum level.
An old computer chair with a very adjustable back for a preacher bench.
Save your money and buy an olympic bar with more weights instead.

This anon has ti correct, if you have the space get a barbell, weights and power rack first, if money isn't an issue get a nice bench too.
If space is an issue and you still want a home gym get one of those 200lbs dumbbell sets and an adjustable bench.
