I'm benching 65 kilos with 5x5. I just cannot seem to reach 70. It's taking forever. What do I do?

It's fine to cut while strength training, just train hard and sleep enough.
Anything over 65% of your 1RM will build muscle through progressive overload. Just keep at it, you'll eventually breath the plateu.

Eat more, add more volume or assistance. Reevaluate form.
A good tip if you can't increase the weight is to increase volume. Try getting 5x6. Or 2 less sets and go for 3x6. Or 2x5, 1xF.
BTW a microplate is a good investment. Struggled forever in 65kg too. Bought a pair of 1.25 kg plates and now I'm finally benching more than my bodyweight (75kg).

and i did recently go from 5x3 to 5x5 and it took me a little while before i could do five full sets of 65, so i guess thats improvement right there

Cutting is going to slow you down, if not halt you completely.
You aren't going to build much muscle on a cut, you can still get stronger but it's mostly improvements in your CNS, not actual muscles.

Up The reps to 10 instead, i was stalling at 5x60 kg and with 10 reps i gained steadily until like 10x70kg

If you fail, do it again next week until you 5x5

OP you should be doing this
Another thing you can do is vary the exercise a bit. Swap to 3x8 or maybe incline (adjust the weight) for a few weeks. I guarantee when you switch back to 5x5 you'll lift it easier.
This helps me mentally a lot. It can suck failing on an exercise over and over so switching ot up slightly and succeeding can help you maybe push through both you mental snd physical barriers.
