Only thing you can do is reduce your total body fat
It might be bloat from excess sodium intake or creatine

I'm a skinny fat who started running every night about three months ago

my thighs/lower body (belly fat and love handles) have slimmed down but my face hasn't yet.

Don't drink soda, don't do fast food, don't eat past 10pm. I guess it's just genetics and I just need to keep on running
