Because you took up the rack for exercises that don't need it. Rows and deadlifts for example.
Learn to power clean if you have the time. This way you can even do OHP without a rack. You know, in case they're occupied. By ppl like you.

No it's not close to excessive. Once you're pushing relatively heavy weights you'll need 5+ minutes rest. I usually take 5 max because my gym is crowded but usually on the last set I take longer to make sure I don't fail it.

You add one minute per set.

So 5, 6, 7, 8 minute rests for squats.

9, 10, 11, 12 for OHP.

13, 14, 15, 16 for rows because at this point you're tired as fuck.

Feel free to take a 15 minute rest before your DL workset. You really don't want to go into a DL without being prepared.
