How do I lose weight without losing muscle mass? Whenever I lose weight my gains are gone but when I lift I get flabby.

Eat enough protein to maintain/grow your current muscle (1-1.25g per lb of body weight) keep lifting and do daily cardio of at least 25mins. As long as you eat at maintenance or a calorie deficit than you will lose mostly body fat while keeping most muscle.

If OP just eats the same amount and lift he will make no gains, if he eats a surplus he will just get fat as fuck.

Surely it is better to get lean then slowly bulk.

Nope Id still say the same thing. Peoples perception of nutrition is really exaggerated, if you lift consistently, sleep and eat well and include meat with most meals you'll be fine, just probably won't gain as fast as someone on a dedicated bulk.

If he manages to get his calorie intake perfect he might recomp, but it will take years.
