If you've been living in New York for a while then anything 40 degrees and above will be comfortable with the proper attire. Once it starts getting near freezing and the wind picks up, it's awful.

Actually it depends a lot on humidity.
I live in a coastal city where temp can drop to -30C. And if it's especially humid then even -10C can feel like -40C
But yeah, OP needs to man up and just walk through that cold.
