I don't know if I should be cutting or bulking. I'm by no means thin but I wouldn't say fat either. I need to know right now so I can get my diet in check!

it would be fairly pointless for you to cut at this point. you'd just be really skinny and weak and your bf% would have to go up again anyway when you start bulking. at your level of bf% you can bulk without increasing your bf% and get much bigger and stronger, then cut when it's time to look good.

if i'd be you i'd cut hard with very high calorie deficit (1000-1500) for a month, youll be skinny but at least you won't be fat as fuck with tons of stretch marks and only a little bit of extra muscle.

month is nothing in terms of muscle gain and you could make gains while cutting as you're a newb. your current bf% is already the upper limit you ever should go to while bulking

high bf% = worse gains, stretch marks, lower test, high estro (could get gyno even in worst case) and worse health.
