I used to be fatter and after I lost weight I had stretch marks on my arms and they hang kind of like this but not as extreme. Did I fuck myself up forever?

The long head of the tricep also has a tendency to be flabby when relaxed which might look like loose skin if you are paranoid about it
It's just loose skin, don't be a baby about it and as long as you eat to maintenance it should easily shrink.

You might be able to fill it out with muscle a bit if it's not anywhere near as bad as that.
Still, you're pretty fucked if you're a woman who was once fat and has this issue. The arms are always one of the worst and most difficult areas for women.
If it's close to being as bad as the picture, you're probably pretty screwed and would need surgery at that point.
