You should put on more muscle before trying to "cut". If you really are 6'3 174 lbs with 17% bodyfat then Im guessing you have very little muscle mass and this makes it hard to lose fat. Add a few pounds of muscle and then try losing weight you'll see how easier it's gonna be.
