After a year of consistency you will look noticeably better then you look now, but you will still objectively look shitty. Keep at it though you'll get there eventually if you stick to it. Maybe in 2-5 years based on the fact that you look like you have zero muscle mass.

Just lift even if you are eating at a caloric deficit. There is literally no logical reason in waiting to get down to a certain weight to start lifting. Lifting will help you retain what muscle you have, and if you are a novice you can very easily build muscle while losing fat.
