Have you tried to just lower your food intake a bit? Eat smaller portions. Cut out (or eat less) sweets/chips/whatever. You don't have to have a huge deficit to lose weight.

Nobody likes to hear it, but low intensity, long duration cardio.

The body utilizes primarily fat for energy at the lower intensities (basically what ever you can keep up for 30-120 min), but as intensity increases it starts to utilize blood glucose (carbs) more.

This isn't to say you can't increase intensity over time and still lose fat. The body will always utilize a combination of the two, but if you want to target fat specifically...go for duration.
