You can try hang cleans with no foot movement and light weight so you learn the movement without moving yourself around. Though if you're only moving slightly back after your power clean it's not that bad.

don't rest it on the thigh. it should be in contact, but not resting.

It should brush against the thigh. If it kicks out then it's not a brush. Without a video it almost always comes down to bar path. Try not pulling from the floor for a bit (hang cleans) and just think about keeping the bar close and extending UP with your body. You will tilt back slightly due to balance.
Not a coach but this stuff helped cure a lot of my weird bar path issues.
