Yeah, you'll be good. Just make it a healthy cut (ie. don't starve yourself) and moisturize the fuck out of those stretch marks
When you feel like you want to start bulking up, do it. If I was as light as you, I would go on a clean permabulk until February and then cut for summer '17.

I did lift weights, although not too much. Strictly compound exercises but my cut was/is mostly dieting and cardio (run and bike a lot). I want to bulk up this fall though. Going to start around August when my last vacation trip is over and school resumes.
