Thinking of changing my workout to a PPL routine. Is the lying triceps extension a push or pull movement?

You're sort of pulling it over your head, put sort of pushing it too. Is it a good exercise in this routine anyway?

If you fear shoulders on push day do them on leg day.

if you are flaring out your elbows you are doing too much weight and not working triceps. keep them tucked in fampai.
