I was a Junior Olympian in gymnastics when I was 12 years old. I had a 8 pack you could see through a loose fitting tee-shirt, but I was a complete stick figure everywhere else. So was everyone else there except for the three guys who were competing for nationals. They were 17 and they were big, but no one under the age of 16 was.

As for OP, don't bother putting the kid on weights yet. Just keep him physically active.
Swimming from 5 to 10
Gymnastics from 10 to 16
Lifting from 16+
A friend of mine started at 14, by the end of high school he looked like a Greek god. He was pretty tall though, I think the main thing is that lifting weights is said to stunt growth

Have him do push-ups and pullups, bodyweight
If you have him use weights it can damage his growth plates and then he'll be a deformed manlet
