I don't consider the bench press to be a chest exercise. It's more of an overall mass builder - There are better exercises for each of the individual involved muscle groups, but the bench press allows you to handle some pretty heavy weights and that means it's easy to make progress on it. Plus the strength gains spill over to your other exercises.

There are a million ways to build your pecs. My favourite exercise are push-ups on rings where you focus on brining your hands together and can get a much better contraction than pretty much any other pressing exercise. The pump is unbelievable so it's a great assistance exercise for pec hypertrophy.

While standing cable chest presses do mimic the same movement as ring push-ups, the feeling IS NOT the same. I'm not a fan of cable work. They feel great, but for some reason I never actually saw any size gains from it.

If you don't have access to rings, I recommend other push-ups variations - especially diamond push-ups. It's commonly thought of as a triceps specific variation but the fact is that it also hits the pecs much harder. Dips are very very good too, but few people have the shoulder mobility to perform them safely on the longterm, sadly.
A final word on push-ups is that contrary to what a lot of people think, they are NOT too easy. Focus on making them harder instead of making them easier and you will love the results. They're incredibly safe to do as well.

Also, find a properly equipped gym.

If you can't bench at least 2pl8 you're legitimately weak. I wouldn't trust you to carry more than one bag of groceries at once, and I wouldn't hire you for any position that required even moderately heavy lifting.

Assuming you really are OP, if you want to do OHP but you can't bench 2pl8 your OHP is going to be weak as fuck. Your tricep, chest and shoulder strength aren't respectable without a 2p8 bench.

One of the best ways to increase OHP is by having a strong bench. If you can't bench 2pl8, you don't have a strong bench.

I went through the effort of studying how to grow my bench, you should too. It's a simple matter of increasing your tricep strength, learning proper form and systematically hitting new PRs in the gym at least once a week. Give adequate rest between bench days.
