LEO here, starting at new work next week as crime scene investigator.
Except from a windbreaker we will be wearing plain clothes. I need clothes that are 50% functional, 25% /fa/ and 25% formal (we're at the office half the time and outdoors the other half).

nix the riggers, that's for combat loadouts. Get a nice stiff *full grain* leather belt from orion or similar stores. You're going to have a mini duty-belt so you need FULL GRAIN leather.
