Architecture is meant to blend, not stand out. Modern architecture does it's very best at standing out through ugly non-decorared glass boxes, competing for the skyline one with another. Many otherwise beautiful cities have been destroyed by modernism

Traditional architecture (and I'm not saying classical or palladian, but all the traditional styles that developed together with its people locally such as half-timbering in Germany) is the only beautiful architecture

Nah m8 after WW2 it was capitalist countries that flaunted their superior taste by embracing modernism in art, architecture, music and all other walks of life while Soviet Union was clinging to the traditional imperial / classical style favoured by Stalin. While western art was boldly embracing abstract and avant-garde forms, Soviets required realist and politically unambiguous approach. In the picture on the left is Hotel Ukraina from Moscow, completed in 1957.

I think it is no surprise that for some reason authoritarian countries like to build monumental pieces that nod not-so-subtly to the times of the Roman Empire. Take Albert Speers Berlin / Welthauptstadt Germania architecture for example. On the contrary the Nazis hated modern / contemporary / international architecture in the forms of functionalism and "Bauhaus school" and ironically Bauhaus ideas gained traction in Tel Aviv. Internationalist architecture is also synonymous with the preferred style of corporate America in 1950s-1970s. In the picture on the right is the famous Seagram building in New York designed by Mies van der Rohe, completed in 1958.

Now this is partly speculation but I'd wager that brutalism was more popular in the progressive West (Capitalist countries) than in the regressive East (Socialist countries) if we do not take into account huge housing projects which usually utilized the cheapest possible industrial building methods.
