It's neither. The collar is made from leather and the jacket is made from waxed common.

Correct. After a bit of research i came to this conclusion. Any idea where i can get a coat like this for cheap, budget being £150-£200?

Your best bet would vintage of second hand shops or even sites like Ebay. That way it's probably only going to be something like £40-£100. If you are willing to spend a bit more for a new one then Barbour, Ralph Lauren esc will be good places to look however that's more like £200+ but will no doubt be better quality. Word of warning many of the old ones will have a rather strong smell from the wax that may take some getting used too.

As a signature Barbour tends to have cord collars so might look a little different. They also tend to be a bit thicker since they are made for hunting and fishing. If you want a more lightweight or leather collared one I'd be looking for a second hand one if I was you.
