It's just a 90s sweater style, it's the same construction as anything you'll find today but the chest is cut extremely big while the sleeves are short. This results in the puffy, drapey shoulders and wide sleeves, while still fitting to the waist and wrists correctly.

I have a Space Camp sweatshirt from the 90s that fits exactly like that.
