The seller has to fill out the customs order and say how much it costs.
It could also be the case that the products/price you're buying is below the rate of tariff.

In canada the minimum price that you have to pay taxes on is comically low, like $50 iirc. Most sellers don't even fill out a lower cost, let alone sub-$50 on >$500 items.
