I dunno, I have trouble figuring out what works for me, if it makes sense? colder seasons are bearable because there's more wiggle room and i look frumpy at worst, summer is completely terrifying. i can't handle having completely bear legs and summer dresses seem like the only good option and I just look like a dweeb in those. I feel this so much! I used to have higher self esteem and I'd be fine with wearing shorts and off the shoulder tops. Then, I dated someone and he wrecked my self esteem lol. I couldn't even wear eye makeup without thinking that i look like a an ugly tryhard hoe. anything cinched at the waist will help hips (though less so the longer the dress). V-necks make shoulders narrower, same for angled sleeves.

Adding lower volume balances shoulders, and diagonal upper cuts also minimise them in general. Longer hair helps too.

Square or boat neck, anything off the shoulders. Puffy/padded shoulders, horizontal stripes, big lapels/scarves. Looser tops widen the shoulders as well.

For colours, it's more in the contrast. You want lighter tops and darker bottoms to maximise shoulders, since it draws the eye.
