The reason this happens is because when the pants were originally cut the zipper and the fabric around it were the same size, but over time washing makes the fabric around the zipper shrink but the zipper stays the same size, causing the bulge.

The solution is to buy higher quality pants or to stop nuking your pants in the washer/dryer (seriously, read the care instructions on the pants, invest in a clothesline, your pants will thank you).
