I recently finished University and I'm taking a year off to relax, look for work, consider furthering my study and so on. I'm wondering how I should dress when I'm just bumming around town? Is it better to dress more casual or if I presented myself a little more formally? If it helps to know I'm male, live in a relatively small town, and I do a lot of walking (over 20k steps a day on average).

20k steps is what I do just in a workday lol. but that's a lot of walking if you're just on high street. I'd say "casual" unless by "casual" you mean "slob"

business time = more formal
just as a general rule of thumb. duh. such a no-brainer this one.
however a lot of workplaces don't even care about the formal aspect much anyway. so of course it's casual.

I didn't have to pay. I got a scholarship for achievement when I finished Year 12.
If yr not working find out how jeans work. I don't just mean wear the jeans you wore all through college, but look into some proper denim.
Read about sizing, read about l length, learn when to tuck and untuck, learn how to match shoes w/ proper color jeans.
If you are u are unrestrained by circumstance might as well learn how to use one of the most constant and versatile pieces of clothing there is.
