There was this gal at the grocery store that had the most excellent long jacket+dress combo thing, I had to do my utmost to not take out my phone and snap a picture.
What's the etiquette here? When you see a random stranger and want to even just compliment them on their /fa/.
Pls advise.
Also pic slightly related except yellow not white, and not fastened it was loosely worn around her purpleish dress.

Taking a picture is almost never appropriate but it is nice to compliment someone on their outfit. I try to do it whenever I see a fit worth commenting on. Feels good to have others notice your effort and giving a compliment costs you nothing.
Just don't be an autist about it of course.

Complimenting someone's complete outfit is a little strange, I think. Best just to stick with "nice ______" for a particular item.
