Does anyone have any experience buying clothes from smaller fashion

No tracking- "it was shipped out with multiple US bound items" and all they know is the bulk shipment got to the east coast.
I don't know if they'd have USPS overseas (?) so if they initially shipped it from their own domestic carrier, not sure if they would get a USPS tracking.

They're offering to refund if it doesn't arrive, they can't re ship because I bought the last one. If it's just caught up in customs then I don't want them to pay though, not their fault. I'm just not sure how long to wait.

Probably in customs. Find the number for your customs office and call them. You will most likely have to pay an import fine and taxes.

Yes, this is generally how it works. I'm on the West coast and I often buy from overseas. I've occasionally had to wait several weeks for stuff from Europe because customs takes a long time. I wouldn't worry too much about it.

Shipping from Japan on the other hand is so damn fast it blows my mind. I get shit from Japan faster than I get stuff coming from the East coast.
