Look good in basics. You could probably also find at least one thing that looks good in most stores

Actually, I don't know. I shouldn't care. I'm a misanthropic fuck and any Walmart I've ever been in, no matter what city, has been packed full of bottom of the barrel pondscum and it makes my skin crawl.
Would rather just pay the extra money somewhere else just to avoid that shit.
On topic: You would look fine in any cheap Wal-Mart clothes if you are fit.

You certainly can but it will require an eye for color, a bit of style and the ability to recognize what is wearable. Almost all of it will be cut horribly so you will need to learn to make it look passable via tucking/rolling/cuffing/layering etc
