I'd say end of season when people change/get rid of their stuff, or just after the holiday season when people clean up/get rid of unwanted presents.

But theres no specific rule, it varies quite a bit. I notice more stuff popping around before xmas for auctions when people try to sell of their things/try to save for something they wanna buy for example
