I'm not trying to be poetic about it, it's a practical thing
you have to make sure the tattoo makes sense to people looking at it from different distances, tattoos with no contrast look like smudges from more than a a dozen paces
you should make sure the viewing angles make sense too, I know a guy who got a whale tattoo on his leg, but because you could only see half of it from the side because it wrapped around his leg, it looked like a penis.

on the other hand a guy who gets a tattoo on the inside of each shoulder highlights broad shoulders and a strong chest, a girl can highlight a thin waist with a tattoo on her lower back, whereas a thicker girl would get a tattoo under her shoulderblade
